Identifying and Supporting English Learners

Rialto Unified School District follows a consistent process to identify and support students who may be English Learners and ensure families are informed at every step.

Step 1: Home Language Survey

When a student enrolls in Transitional Kindergarten (TK) through 12th grade, families complete a Home Language Survey. If a language other than English is indicated on any question, the student’s English language proficiency is assessed using the Initial ELPAC.

Step 2: Initial ELPAC Assessment

The Initial ELPAC measures a student’s English language proficiency and determines their language status:

• Students who score Novice English Learner or Intermediate English Learner are identified as English Learners.

• Students who score Initial Fluent English Proficient (IFEP) are not identified as English Learners.

Step 3: Initial Parent Notification

Families are notified in writing when a student is identified as an English Learner. The notification includes the student’s Initial ELPAC results and information about available instructional programs and the reclassification process.

Step 4: Annual Parent Notification

Each year, families of English Learners receive an annual notification letter with their student’s Summative ELPAC results and updated information on progress toward reclassification as Reclassified Fluent English Proficient (RFEP).

Home Language Survey & English Learner Identification

When enrolling a student in Rialto Unified School District, families complete a Home Language Survey. This form is required by the California Department of Education and helps schools understand the languages students use at home.

What if a language other than English is listed?

If the survey indicates that your child speaks or hears a language other than English, the school will administer the Initial ELPAC (English Language Proficiency Assessments for California). This assessment measures your child’s listening, speaking, reading, and writing skills in English.

Understanding the Results

Based on the Initial ELPAC results, one of the following will occur:

• Initially Fluent English Proficient (IFEP):
  If your child meets the state’s English proficiency criteria, they will not be identified as an English Learner and will continue in the general instructional program.

• English Learner (EL):
  If your child has not yet met the proficiency criteria, they will be identified as an English Learner and will receive additional language support. English Learners take the Summative ELPAC each year to monitor progress.

 

When does a student exit English Learner status?

To be reclassified as Reclassified Fluent English Proficient (RFEP), a student must:

• Score Level 4 on the Summative ELPAC, and

• Meet additional academic criteria established by the district

Until reclassification, students continue to receive targeted English Learner services and supports.
