How Reclassification Is Reviewed for Dually Identified English Learners
In accordance with California and Rialto USD guidelines, the IEP team reviews four required criteria when determining reclassification eligibility for dually identified students.
1. English Language Proficiency
Students demonstrate English proficiency through one of the following assessments:

2. Teacher Evaluation
The IEP team reviews input from the student’s teachers, including evidence of English language use and academic performance in both general education and Special Education settings. Classroom work samples, progress‑monitoring data, and teacher observations are used to determine whether the student can meaningfully participate in instruction delivered in English with appropriate supports.
3. Parent/Guardian Consultation
Parents or guardians are active partners in the reclassification process. The IEP team discusses the student’s English language development, explains the reclassification criteria and process, and considers family input when making decisions.
4. Performance in Basic Academic Skills
The IEP team reviews the student’s performance on objective measures of English language arts skills, which may include district assessments, state assessment data, and classroom‑based evidence. Student performance is evaluated in comparison to English‑proficient peers, while appropriately considering the impact of the student’s disability.
Reclassification Determination
Based on a review of all required criteria, the IEP team determines one of the following:

The student meets all criteria and qualifies for reclassification as Reclassified Fluent English Proficient (RFEP), or

The student does not yet meet one or more criteria and will continue to receive English Learner services, with ongoing monitoring of progress toward reclassification.
Rationale:
If reclassification does not occur, the team documents that the student’s current needs related to English language development and access to instruction are impacted by the identified disability and/or require continued English Learner support as outlined in the IEP.
Post‑Reclassification Monitoring
Once a student is reclassified as RFEP, Rialto USD monitors academic progress for a minimum of four years to ensure continued success. During this time, schools provide additional support as needed, in alignment with district and state guidelines.
